AGENDA

 

1.CALL MEETING TO ORDER AND ROLL CALL - Chairman

2.STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

3.PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

4.Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on August 2, 2021.

5.Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

6.Discussion and possible action of new business.  (In accordance with the Open Meeting Act, Title 25 O.S. § 311 (A) (9), new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of this meeting.

7.Discussion and public sale of property described as O.T. Depew, Lot 19, Block 22 in District #3 - Treasurer's Office.

8.Discussion and possible action to consider revising CimTel and FiberLink's proposal to partner with the County to apply for NTIA Broadband Infrastructure Program by including more coverage in the Mannford area and to authorize the Chairman to submit the application and required reporting for the grant if awarded.

9.Discussion and possible action to consider signing resolution relating to the incurring of indebtedness by the Trustees of the Creek County Public Facilities Authority, waiving competitive bidding, and approving a sales tax agreement.

10.Discussion and possible action to consider entering into an agreement with the Oklahoma Department of Environmental Quality for the environmental officer grant - Bret Bowling, Sheriff.

11.Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County Commissioners account (0001-1-2000-1233/R5) for workman's compensation in the amount of $15,677.16 with funds received from Creek County Court Clerk's Payroll fund (1211-1-1900-1110) in the amount of $157.85,  Treasurer's Cash Voucher Resale fund (1220-1-0600-1110) in the amount of $414.14,  Assessor's Reval fund (0001-1-1700-1110) in the amount of $133.12, Sheriff County Jail Maintenance Payroll fund  (1315-2-0400-1110) in the amount of $9,751.40, Sheriff E-911 Phase II fund (1201-2-3601-1110) in the amount of $70.89, Sheriff Juvenile Justice Center Payroll fund (1317-2-0400-1110) in the amount of $5,023.60, Sheriff's Service Fees Payroll fund (1226-2-0400-1110) in the amount of $92.45, Sheriff's Service Fee Safety Grant fund (1526-2-0400-1110) in the amount of $33.71,4) H4) in  as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

12.Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Maintenance and Operation fund (0001-1-2000-2005/R2) with funds from the Creek County Court Clerk's Office fund for reimbursement of utility payments, in the amount of $179.69, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

13.Discussion and possible action to consider extending a utility permit request from FiberLink, LLC to cross South Hickory Street at 15242 South Hickory Street approximately ¼ mile south of the 151st Street and South Hickory junction in District #1.

14.Discussion and possible action to consider extending a utility permit request from Oklahoma Natural Gas Company to cross West 171st Street South approximately 1.99 miles south and 2.90 miles west of the US-75 Alternate and State Highway 67 in District #1

15.Discussion and possible action to consider extending a utility permit request from Oklahoma Natural Gas Company to cross Slick Road approximately 1.24 miles north and 3.88 miles east of the State Highway 66 and Turner Turnpike junction in District #3.

16.PROPOSED EXECUTIVE SESSION: Discussion regarding the Emergency Management Assistant position.  This executive session is authorized by 25 O.S. § 307(B)(1) as it pertains to the discussion of a prospective individual salaried public employee.

17.Discussion and possible action concerning any action required based on the above executive session item.

18.Discussion and possible action regarding the American Recovery Plan 2021 funds directed to Creek County by the federal government.

19.Adjournment - Chairman.

The Board, in its discretion, may allow comments from the public on agenda items and may also limit the duration of any and all comments allowed.
