1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on August 10, 2020, and special meeting held on August 13, 2020.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, Title 25 O.S. § 311 (A) (9), new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of this meeting.)

 

7. Discussion and possible action to consider signing deed and transcript for property sold on August 10, 2020, for property described as Westport Lots 19 and 20, block 13 in Sapulpa.

 

8. Discussion and possible action to consider signing deed and transcript for property sold on August 10, 2020, for property described as 402 North Burnett Street in Sapulpa.

 

9. Discussion and possible action to consider signing deed and transcript for property sold on August 10, 2020, for property described as North Leonard Street in Sapulpa.

 

10. Discussion and public sale of property described as Tiger Lot 1, Block 19 in Sapulpa - Treasurer's Office.

 

11. Discussion and public sale of property described as Tiger Lot 7, Block 29 in Sapulpa - Treasurer's Office.

 

12. Discussion and public sale of property described as Westport Lots 47 and 48, Block 9 in Sapulpa - Treasurer's Office.

 

13. Discussion and possible action to consider signing contracts with Dunham Asphalt and Vance Brothers, Inc. for overlay projects, bid #2020-15, for District #2.

 

14. Discussion and possible action to consider signing contracts with Yellowhouse Machinery and Armstrong Bank for grader and financing pursuant to the bid awards in bid #2021-1: sn #9276; 48 months at $3,059.79/month at 3.04%.

 

15. Discussion and possible action to consider approving ODOT 324a claim form for project 19CRE02 J/P 304173(05) for District #2.

 

16. Discussion and possible action to consider signing Utility Relocation Agreement between the County and AT&T Oklahoma on ODOT Project JP #28681, 3 Bridges, Creek County, in District #3.

 

17. cussion and possible action to consider approving the Allocation of Alcoholic Beverage Tax - Treasurer's Office.

 

18. Discussion and possible action to consider adding Requisitioning Officer Amanda Lawson for the Creek County Health Department (1216-3-5000-1110/MD1A, 1216-3-5000-1310/MD1C, 1216-3-5000-2005/MD2, 1216-3-5000-4110/MD3, 1216-3-5000-2999/MD4).

 

 

19. Discussion and possible action to consider approving a utility permit request from Oklahoma Natural Gas to cross West 61st Street approximately 0.942 miles south and 2.63 miles west of the U.S.-244 and Gilcrease Expressway junction in District #2.

 

20. Discussion and possible action to consider directing the Creek County Treasurer to credit the General Government Capital Outlay Fund (0001-1-2000-4110/R3) with funds from the General Government Maintenance and Operations Fund/Use Tax (1301-1-0800-2005/GA2) in the amount of $43,327.85 and make a journal entry evidencing the same, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

21. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Insurance Fund (0001-1-2300-1222/R4) in the amount of $233.36, with funds from American Public Life (APL) to reimburse for refunds of premium submitted on behalf of employees paid from that account, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

22. Discussion and possible action to consider approval of the Schedule of Federal Awards to be submitted to the Oklahoma State Auditor's Office.

 

23. Discussion and possible action to consider approving a utility permit request from ASC, Inc. to cross and parallel 61st Street South and 33rd West Avenue beginning approximately 0.5 miles west and 0.25 miles south of the 33rd West Avenue junction in District #1.

 

24. Discussion and possible action to consider approving utility permit requests from Cushing Connect Pipeline Holdings, LLC to make 25 road crossings in Creek County. The list of crossings is available in the Creek County Commissioners' Office and will be available at the meeting.

 

25. Discussion and possible action on updating, modifying, or taking any additional protective measures or emergency action regarding the COVID-19 virus outbreak.

 

26. Discussion and possible action to consider authorizing use tax funds for the Sheriff's office for temporary additional staffing at the courthouse for COVID-19 restrictions as require by the Board.
