 AGENDA

 

 

1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on July 20, 2020, and meeting minutes for meeting held on July 6, 2020.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, Title 25 O.S. § 311 (A) (9), new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of this meeting.)

 

7. Discussion and possible action to consider rezone/lot split CCZ-2013 and CCLS-2687; applicants, Corey Barnhart and Emily Washington, request rezoning from an Agriculture District to Light Residential on the West tract and Residential Manufactured on the East tract to allow lot split located at 11882 W 162nd Street So., Sapulpa - Wendy Murray, Planning Office.

 

8. Discussion and possible action to reduce the speed limit for West 139th Street South, east of Highway 16 in Drumright, to 25 MPH in District #2.

 

9. Discussion and possible action to open and award bids for one or more new or used road graders for District #2 with financing, bid #21-1.

 

10. Discussion and possible action to open and award bids for 10 county owned lots to be mowed in the Sapulpa area, bid #21-2.

 

11. Discussion and possible action to award or deny chip-seal and asphalt overlay project bids, bid #20-15 for District #3.

 

12. Discussion and possible action to consider written quotes for the purchase of two or four air conditioning units for the Sheriff's Office.

 

13. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek    County Sheriff Maintenance and Operations account (0001-2-0400-2005/B3) with $8,584.84 from ACCO for repairs to a damaged vehicle from a June 24, 2020, accident, as per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

14. Discussion and possible action to consider signing division order between Creek County and Coffeyville Resources Refining & Marketing, LLC on property located in Section 33, Township 18 North, Range 9 East. (0.00244628 interest).

 

15. Discussion and possible action to consider signing Juvenile Detention Contracts between Creek County Board of County Commissioners and Lincoln County.

 

16. Discussion and possible action to consider signing Inter-cooperative agreements with the City of Bristow and with Kellyville Public Schools in District #3.

 

17. Discussion and possible action regarding creating accounts pursuant to the letter from the State Auditor's Office and dividing the funds received from the appropriations of SB 1888 CIRB Funds to said accounts.

 

18. Discussion and possible action to consider approving a utility permit request from B & H Construction at 6600 West Canyon Road approximately 1 mile east of Highway 66 in District #1.

 

19. Discussion and possible action to consider approving a utility permit request from Creek County Rural Water District #1 to cross Slick Road approximately .2 miles north of the Slick Road and West 201st Street South junction in District #3.

 

20. Discussion and possible action to consider directing the Creek County Treasurer to credit Creek County Election Board Maintenance and Operations fund (0001-1-2200-2005/SL2) with $1,200.26, for reimbursement for COVID supplies required to have the June 30, 2020, election, originally submitted by the Oklahoma State Election Board, per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

21. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Maintenance and Operation fund (0001-1-2000-2005/R2) with funds from the Creek County Court Clerk's Office fund for reimbursement of utility payments, in the amount of $1,911.20 as per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

22. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Maintenance and Operation fund (0001-1-2000-2005/R2) with funds from Westlake Ace Hardware in the amount of $48.36, as credit for a returned item, as per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

23. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Maintenance and Operation fund (0001-1-2000-2005/R2) with funds from East Central Electric Cooperative in the amount of $83.60, as credit for capital credits generated when East Central Electric Cooperative revenue exceeds costs, as per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

24. Discussion and possible action on updating, modifying, or taking any additional protective measures or emergency action regarding the COVID-19 virus outbreak.

 

25. Discussion and possible action to consider authorizing use tax funds for the Sheriff's office for temporary additional staffing at the courthouse for COVID-19 restrictions as require by the Board.
