  1. CALL MEETING TO ORDER AND ROLL CALL - Chairman
  2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman
  3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman
     
  4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on December 9, 2019.
     
  5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.
     
  6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, Title 25 O.S. § 311 (A) (9), new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of this meeting.)
     
  7. Discussion and possible action to consider rezoning case CCZ-2000-CCLS-2649; applicant, Country Investments, requests approval of a rezoning on subject tract from Agricultural to Light Residential District to allow a lot split located at South 49th West Avenue and Hilton Road in Sapulpa.
     
  8. Discussion and possible action to consider calling for election to approve the sale of alcoholic beverages on Sunday by retail spirits licensees.
     
  9. Discussion and possible action to accept audit results from the Creek County Home Finance Authority and Creek County Industrial Authority for fiscal year 2018-2019.
     
  10. Discussion and update on Stormwater Program - Matt Ryan, INCOG.
     
  11. Discussion and possible action to consider signing an inter-cooperative agreement with Mose Meadows Rural Road Improvement District.
     
  12. Discussion and possible action to consider signing REAP grant extension for Freedom Hill Fire Department interior build out, through December 31, 2020.
     
  13. Discussion and possible action to consider signing Master Agency Agreement with Alcohol Monitoring Systems, Inc. for the Creek County Sheriff's Office - Bret Bowling, Sheriff.
     
  14. Discussion and possible action to award sealed bids for the 6-month bridge and highway materials and professional services.
     
  15. Discussion and possible action to consider signing Memorandum of Understanding between Muscogee (Creek) Nation and Creek County Board of Commissioners.
     
  16. Discussion and possible action to consider approving a CED #1 Materials Grant Application for District #2.
     
  17. Discussion and possible action to approve Allocation of Alcoholic Beverage Tax - Treasurer's Office.
     
  18. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County Highway Maintenance and Operations general fund account (0001-6-4000-2005/SA2) with funds from Mose Meadows Rural Road Improvement District in the amount of $507.39, as per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office
     
  19. Discussion and possible action to consider approving a utility permit request from Ryan and Sara Beller to cross 337th West Avenue approximately .25 miles north of the Highway 16 and 337th West Avenue junction in District #3.
     
  20. Discussion and possible action to consider approving a utility permit request from Oklahoma Natural Gas Company to cross South 337th West Avenue approximately 1.0 mile east and .21 mile north of the State Highway 16 and State Highway 48 junction in District #3.
     
  21. Adjournment - Chairman.
