  1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

  2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT- Chairman

  3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

  4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on September 16, 2019.

  5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

  6. Discussion and possible action of new business. (In accordance with the Open Meeting Act, Title 25 O.S. § 311 (A) (9), new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of this meeting.)

  7. Discussion and possible action to consider rezoning case CCZ-1992: applicant, CRA Holdings, requests approval of rezoning from an agricultural district to a commercial district to allow a commercial parking lot for employees located at 6212 South 49th West Avenue and 6302 South 49th West Avenue in Tulsa Wendy Murray, Planning Office.

  8. Discussion and possible action to consider rezoning cases CCZ-1990 and CCLS-2620: applicant, Russell Ricks, requests approval of rezoning from an agricultural district to allow a marijuana dispensary located at 4245 South Highway 48 in Mannford, continued from July- Wendy Murray, Planning Office.

  9. Discussion and possible action to consider rezoning cases CCZ-1991 and CCLS-2631: applicant, Country Investments, requests approval of a lot split for residential use and rezoning from agricultural to light residential district to allow residential use on the split off of the lot located at the northwest comer of Hilton Road and 49th West Avenue in Sapulpa - Wendy Murray, Planning Office.

  10. Discussion and possible action to consider rezoning cases CCZ-1988 and CCLS-2617: applicants, Lester and Mary Yocham, request approval of rezoning from agricultural district to commercial district to allow a repair shop located at 17543 South 273rd West Avenue in Bristow - Wendy Murray, Planning Office.

  11. Discussion and possible action to consider rezoning case CCZ-1993: applicant, Leticia Acosta, requests approval of rezoning from an agricultural district to a manufactured home district to allow a manufactured home located at 6211 South 44th West Avenue in Tulsa- Wendy Murray, Planning Office.

  12. Discussion and possible action to consider rezoning case CCZ-1994 and CCLS-2638: applicant, Old Door Investments requests approval of a rezoning from an agricultural district to light residential to allow a lot split located at 8456 West 61st Street South in Tulsa - Wendy Murray, Planning Office.

  13. Discussion and possible action to award sealed bids for the 3-month bridge and highway materials and professional services.

  14. Discussion and possible action to award project #CO-80-8/13/19 maintenance shed for Creek County.

  15. Discussion and possible action to consider installing two stop signs at the intersection of South 209th West A venue and West 201st Street, with stop signs at the north and south of the West 201st Street in District #3.

  16. Discussion and possible action to consider updating Creek County Employee Drug Policy.

  17. Discussion and possible action to consider forming a safety committee for Creek County.

  18. Discussion and possible action to consider signing resolution to participate in the County Road Machinery and Equipment Revolving Fund at ODOT.

  19. Discussion and possible action to consider surplus and disposal of equipment by Creek County Sheriffs Office - Bret Bowling, Sheriff.

  20. Discussion and possible action to consider approving alarm services agreement with Metro Security USA for the Creek County Health Department.

  21. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Insurance account (0001-1-2300-1222/R4) with funds from Benefit Resources, Inc., in the amount of $71.98, as per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

  22. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Maintenance and Operation fund (000 l-1 -2000-2005/R2) with funds from the Creek County Court Clerk's Office fund for reimbursement of utility payments, in the amount of $162.95, as per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

  23. Adjournment - Chairman.
